despatch of the 17th August, 1886, to the manufacture of counterfeit British or foreign postage stamps, a clause has been inserted making it penal to use, utter, offer, or dispose of such counterfeit stamps and a chance (section 26. p. 1) punishing any infringement of the exclusive privilege of the Postmaster General.
Former Ordinances contained no such clause, and although they gave the Postmaster the exclusive privilege of receiving and sending letters, there was no enactment punishing any one who infringed this privilege, consequently as against the Chinese who sent away and received letters by hundreds this privilege has been a dead letter.

I am directed by Sir Henry Holland to transmit to you the enclosed copy of an Ordinance which has been enacted by the Governor and Legislative Council of Hong Kong, entitled "The Post Office Ordinance 1887", in which (S.27) it is made penal to manufacture or prepare any counterfeit postage stamps, the Acting Attorney General's report thereon and the repealed Ordinances to 12 of 1884 "Post Office" and "1 of 1863 Ordinance • Post Office Amendment".
